Are Muslim women allowed to cut their hair short?

All praises be to Allaah, Lord and Sustainer of the worlds, and may the peace and blessings of Allaah be upon our Prophet Muhammad (peace be upon him) and upon his family and companions.

Yes, Muslim women are insha'Allaah allowed to cut their hair short,

It was narrated in Saheeh Muslim that Abu Salamah ibn ‘Abd al-Rahmaan said: “The wives of the Prophet (peace and blessings of Allaah be upon him) used to cut their hair until it came just below their ears.” ( al-Hayd , 320) 

This of course is conditioned to that they observe proper hijaab and do not show their adornment to non-mahram men . See What is the awrah of a Muslim lady?
